His name is Timothy Scouton, and he's now facing up to five years in prison and a hefty fine.

Scouton explicitly directed the non-registrants not to use the registration forms. I wonder how often this sort of thing happens and doesn't get caught.

According to court documents, Scouton was serving as the head election judge for the Badoura Township Precinct in Hubbard County on election night.....
