Ukraine has a long history ( since 1991) of defaulting on their loans….to the EU, IMF and World bank. Grifters, corruption, known to everyone in Europe- but not the US. That was just one reason they never were admitted to the EU- crooks.

The old saying “ When shaking hands with a Ukrainian, be sure to check how many fingers he stole” gets truer every day.
