Germ warfare, in the fact that the virus was GOF created, yes. Was its release intentional? Perhaps because of the lax practices. I think it started as an accident.

Was the spread intentional? Only because of the failure of the Chinese to prevent carriers from leaving the country and that could be deemed intentional. But the impact in the US was all on the DemocRATs, who undermined Trump’s attempt to stop the import by calling his policies racist.
