Affiliation fraud has widened into a serious problem at Brazil’s top electoral court, the TSE. Forged party sign-ups have already dragged in President Lula and senator Flávio Bolsonaro, forcing the court to freeze new memberships.
The tricks are simple, and the damage is real.
A quiet scam surfaces at the electoral court
For years, Brazilians could join a party through a simple online form. You typed your name, your CPF tax number and your voter ID, and the request flowed to the electoral court.
That convenience became a weapon. Fraudsters started filing sign-ups in other people’s names, and the fakes landed in official records before anyone noticed.
What affiliation fraud actually means
Affiliation fraud happens when someone is registered in a party without their knowledge or consent. The forger uses real personal data to make the request look genuine.
Because the court trusts the parties that submit these forms, a single false entry can quietly rewrite a citizen’s political record. In Brazil, that is treated as a crime of ideological falsehood.
How Lula was pulled out of his own party
The clearest example began in July 2023. The court’s system suddenly showed President Lula as a member of the rival Liberal Party, or PL.
Since the newest membership overrides the older one. The fake entry marked Lula as detached from the Workers’ Party from July 15, 2023.
He had belonged to the PT since 1981.
A cancelled password and a police case
Investigators found no hacking. Instead, the false entry was made using the valid login of a PL lawyer.
Ana Daniela Leite e Aguiar, whose password was then cancelled. The court reversed the change and restored Lula to the PT.
Then justice Alexandre de Moraes sent the case to the Federal Police, which opened Operação Infiliatio on October 30, 2024.
The 2026 attempt to move Lula again
The problem returned this month. In August 2026, someone posing as Lula filled out a sign-up for the small Democracia Cristã party using his real data.
Including his RG and CPF. This time the party caught it first.
Its president, João Caldas, said the executive spotted the fraud and blocked the form before it ever reached the electoral court.
Flávio Bolsonaro caught in the same trap
Senator Flávio Bolsonaro was hit almost at the same time. Overnight on August 12, his record was switched from the PL to a newly created party called Missão, without his consent.
The change automatically detached him from the PL and blocked his presidential candidacy. Both Bolsonaro’s camp and Missão say they were victims of the forgery.
Why one fake sign-up erases the old party
The mischief works because of a simple rule. Under Brazil’s party law, when two memberships overlap, the most recent one prevails and the others are cancelled automatically.
So a forged sign-up does not just add a fake party. It silently deletes the real one, unless the court steps in to undo the damage.
The TSE freezes new memberships
The court moved fast once the pattern was clear. On August 13, 2026, TSE president Kassio Nunes Marques restored Bolsonaro to the PL and ordered the Missão entry deleted.
He also suspended the processing of new party sign-ups and preserved the system’s access logs. The freeze arrived just before the August 15 deadline for registering candidates.
What it means for the October vote
The timing is delicate. Brazil votes in October 2026, and a wrong party label can knock a candidate off the ballot or upend a campaign.
For ordinary voters, the lesson is plainer still. Many people only learn they were signed up elsewhere when they check their own status online.
