African Banks Bet Big on Guarantees to Draw Investors

African governments and development finance institutions are increasingly using debt guarantees to attract private investment into infrastructure as aid budgets shrink and financing gaps widen. Guarantees reduce investor risk by providing compensation if a project fails, a borrower defaults, or political instability occurs. Consequently, they make infrastructure projects more attractive to pension funds, insurers, and other institutional investors. The strategy is gaining traction under the African Development Bank’s new financing framework, which places guarantees at the center of efforts to close the continent’s $100 billion annual infrastructure funding gap. Investors say guarantees could unlock funding for projects ranging from ports and telecommunications to power and water infrastructure. Industry leaders also advocate creating a continent-wide guarantee platform to improve coordination, avoid fragmentation, and accelerate large-scale infrastructure development.
