California Districts 13 and 45 House races still uncalled???

House races in California Districts 13 and 45 have been reported at >95% counted for several days now. Real Clear Politics shows >99% and Decision Desk HQ shows >95%. I would have posted a news article from today, but there doesn't appear to be any.

I know, I know, they're stealing the races, but where are the articles addressing this ridiculous delay and what alleged legal activities are causing the delay?
