Congress must be proactive, not reactive, with disaster recovery

Sen. Thom Tillis has led a bipartisan group of senators in calling for Congress to pass a disaster funding package to assist victims of Hurricanes Helene and Milton, as the SBA disaster loan fund has run out of money and FEMA's Disaster Relief Fund is in danger of running out of money.
