Q: I can understand why Democrats are reluctant to pass the Save America Act, but why are Republicans? — Karla from Tennessee
A: While nearly every Republican agrees that only American citizens should vote (which is already federal law), a handful have reservations about specific provisions within the Save America Act, which would require proof of citizenship to register to vote and photo ID in federal elections.
For example, Sen. Susan Collins (R-ME) supports the bill but opposes eliminating the Senate filibuster to get it passed. She also opposed an earlier version that would have required voters to prove citizenship every time they voted, though she backed the revised House version after that requirement was removed.
Republican Sens. Lisa Murkowski (AK) and Thom Tillis (NC) have objected to provisions restricting mail-in voting, which is widely used in their states, while Senate Majority Leader John Thune (SD) has argued that, regardless of the bill's merits, there simply are not 60 votes in the Senate and Republicans shouldn't blow up Senate rules trying to force it through.
So the Republican divide is really over whether certain provisions could create political or practical problems, and also if it is prudent to blow up the filibuster, which could come back to haunt Republicans the next time Democrats take power.
