New DR Congo Ebola restrictions were announced on Monday 19 October in North Kivu, an eastern province. Authorities banned mass gatherings, limited taxi passengers and capped burials at 20 relatives.

The province’s governor says Ebola has killed 1,252 people there, and Washington already bars flights to the United States for anyone recently in the country. Actualite.cd and Radio Okapi, two Congolese outlets, reported the DR Congo Ebola measures.

What the Provincial Government Ordered

The provincial government, based in Beni, suspended mass sports events, concerts, karaoke, parades, political demonstrations and nightclub entertainment, Actualite.cd reported. Offices of the public administration must run a minimum service for one month.

Checkpoints must offer handwashing, disinfection and temperature checks. People held in police cells and prisons must be screened for Ebola before they are moved between facilities.

The provincial sports and leisure division, the national police and the provincial security committee must enforce the rules. No end date was given for the bans, only the one-month limit for public offices.

Taxi Loads and Burials Capped

Motorbikes may carry no more than two people, including the rider, and cars no more than four passengers plus the driver. Jeeps are limited to six passengers plus the driver.

Burials are limited to 20 members of the family. Ebola spreads through the blood and fluids of the sick and the dead, so crowded funerals are a known danger.

Motorbikes are a cheap way to get around towns such as Beni and Butembo, so the two-person cap changes daily life for many commuters. The DR Congo Ebola rules also reach prisons, where inmates must be screened before transfers.

A Stop Ebola Day Shuts the Towns

Governor Evariste Somo Kakule, an army general, declared Monday a Stop Ebola day to raise awareness as cases climb, Radio Okapi reported. Economic and school activity stopped in Beni, Butembo, Oicha, Lubero-centre and Kasindi-Lubiriha.

Schools, markets, small shops and petrol stations stayed closed, few motorbike taxis ran, and police set up checkpoints, Radio Okapi said. In Beni, police turned back some vehicles in the Mulekera area and on Nyamwesi Boulevard.

Actualite.cd noted that a motorised caravan drove along Beni’s main boulevard as part of the anti-Ebola campaign, which cut against the call to stay home. Radio Okapi said the day was agreed with civil society groups and that community resistance persists in some health zones.

Why North Kivu Is Acting Now

The governor said North Kivu counted 1,252 deaths as of Saturday 17 October and put the death rate among cases at about 60%. The World Health Organization (WHO), the United Nations health agency, counted 1,755 confirmed cases and 1,013 deaths there by 6 October.

That report, issued on Thursday 8 October, gave North Kivu the highest death rate of any province at 57.7%. It named Beni and Katwa among the worst-hit of the 17 affected health zones.

Nationwide, the US Centers for Disease Control and Prevention (CDC) counted 9,455 confirmed cases and 4,561 deaths by 18 October. The outbreak began in May and involves the Bundibugyo strain, which has no approved vaccine or treatment, as the Rio Times explained in August.

Vaccination Starts With Front-Line Workers

A vaccination campaign began in Beni on Friday 16 October under Dr Steven Ahuka, the national Ebola response coordinator, the Congolese Press Agency (ACP) reported. It uses a vaccine called Ervebo and starts with health workers, burial teams, laboratory staff and body carriers.

Ahuka called vaccination an extra tool that does not replace prevention measures. The WHO has said Ervebo, licensed against a different Ebola species, should be used against this strain only within trials that test it.

What It Means for US Readers

The CDC bars anyone who was in DR Congo in the past 21 days from boarding a flight to the United States, including US citizens. It lists Ituri and North Kivu at Level 4, avoid all travel.

Aid groups and donors face a harder DR Congo Ebola operating environment where shut towns slow supply runs. The Rio Times reported that more than US$700 million of response money is unreported to national authorities, which raises pressure for tighter accounts.

What Is Not Known

The provincial government has not said how long the bans on events and taxi loads will last. It is also unclear whether one Stop Ebola day will change behaviour in this DR Congo Ebola zone, where some communities resist the response.

The WHO has not yet published a North Kivu toll for 17 October. Nor is it known whether the vaccination campaign will widen beyond front-line workers, or how fast new cases are rising in the province.
