A Fairfax County, Virginia, man who was found not guilty by reason of insanity in the slaying of his landlord has fled the country after getting temporary permission to leave a mental institution, court records show.

The Aug. 5 filing said Abdulloi Toshpulodzoda caught a one-way flight to Tajikistan last month while out on a weekend pass after someone else bought the ticket in his name.

The court documents, which were first obtained by WTTG-TV, said the Fairfax County Commonwealth Attorney’s Office requested a warrant enforceable beyond Virginia’s borders to bring Mr. Toshpulodzoda back into custody.

The office confirmed that he will be arrested once he returns to the United States.

Mr. Toshpulodzoda was charged with killing Mohammad Hemmatian in 2019 after the suspect was found covered in the victim’s blood.

But in a 2022 trial, clinicians determined Mr. Toshpulodzoda was not mentally sound enough to be held accountable for his crimes and was found not guilty by reason of insanity in the killing.

A judge ordered Mr. Toshpulodzoda to be committed to the Northern Virginia Mental Health Institute that same year.

Prosecutors said they have successfully argued for his continued detention every year since then, including at his annual review in June.

But state law allows patients to access more privileges as they advance through their treatment, such as day and weekend passes outside of the facility.

The Commonwealth’s Attorney’s Office said they supported a 2024 temporary pass for Mr. Toshpulodzoda, under which he went to the District to obtain a passport.
