Fifa hands Argentina fine

European football's governing body has issued a fortnight ultimatum to Fifa, demanding the release of critical documents by November 2 concerning president Gianni Infantino's shelved investment scheme for the World Cup.
The proposal, valued at $4.2billion (£3.2billion) and known as Fifa Forward Enterprise, was introduced by Infantino in July before being withdrawn following considerable resistance spearheaded by European members.
Uefa has submitted a comprehensive list of 42 questions requiring answers from world football's governing authority. The demands follow a Fifa Council meeting last Thursday where Infantino offered an apology for the investment plan but declined to provide associated documentation.
Theodore Theodoridis, Uefa's general secretary, authored the formal communication stating that the organisation had not addressed "a number of fundamental questions". An accompanying eight-page document outlined various concerns requiring Fifa's response.
The extensive questionnaire addresses multiple contentious matters, including the Fifa president's personal salary arrangements and financial transactions involving American singer Marc Anthony. Additional scrutiny focuses on the handling of the suspended sanction against United States forward Folarin Balogun.
Questions also extend to commercial and political connections involving US President Donald Trump and his relatives, alongside concerns regarding the independent functioning of Fifa's judicial, electoral and ethics bodies.
The eight-page submission references further issues ranging from the FIFA Peace Prize to the abandoned private investment initiative.
Uefa has pursued legal action in American federal courts, seeking authorisation for subpoenas that would compel document disclosure and sworn witness statements regarding the Fifa Forward Enterprise proposal.
In response to these measures, Fifa's legal representatives have characterised Uefa's approach as harassment directed towards Infantino.
In the letter signed by Theodoridis on behalf of European members of the Fifa Council, Uefa emphasised Infantino's explanations proved inadequate.
"These explanations have not begun satisfactorily to address a number of fundamental questions raised by Council members. Others remain unanswered, and the information and documentation requested have not been (provided)," the letter said.
The communication stressed merely abandoning the scheme was insufficient justification. "The withdrawal of FFE (FIFA Forward Enterprise), the recognition of mistakes, and the announcement of 'potential governance reforms' do not answer how the relevant decisions were taken or why the Fifa Council was not involved at the appropriate stage."
Uefa insisted on immediate transparency, stating: "These questions require answers now. They cannot be deferred until the next meeting of the Fifa Council nor can future governance reforms substitute for scrutiny of decisions already taken and accountability for them."
The strategic calculation behind the imposed deadline becomes apparent when considering the timeline for Fifa's presidential election. The November 2 cutoff arrives sixteen days ahead of the November 18 deadline for submitting nominations for the presidency ballot scheduled for March 18 of next year.
This calculated timeframe provides national football associations with an opportunity to evaluate Fifa's responses, or potential absence thereof, whilst they retain the ability to put forward or support an alternative candidate to challenge Infantino, who seeks a third term since assuming office in 2016.
The subsequent Fifa Council gathering has been arranged for December 16 in Doha, occurring after the nomination window closes. Uefa has therefore determined that awaiting this later meeting would be unacceptable for scrutinising the matters in question.
The preceding deadline ensures transparency precedes critical decisions by member associations regarding their electoral stance.
