Greece Approves $3.4 Billion ‘Achilles’ Shield’ Israeli Air Defense System

Greece approved a $3.4 billion Israeli air defense system to counter missiles, aircraft and drones while expanding military ties.

Greece has approved a multibillion-dollar air defense purchase centered on Israeli technology, deepening a military partnership that has become increasingly important to both countries.

The planned “Achilles’ Shield” will connect missiles, radars, sensors and command systems into a national defense network designed to counter aircraft, ballistic missiles, cruise missiles and drones.

Greek Defense Minister Nikos Dendias said the air defense systems will cost slightly more than 3 billion euros, or about $3.4 billion. Greece’s Government Council for Foreign Affairs and Defense, known as KYSEA, approved the procurement contracts Thursday. The full system should become operational within 35 months, although Greece expects to receive individual components in stages.

Israel Will Supply the System’s Core Technology

The final configuration remains partly confidential, but Israeli missiles and radars are expected to form the core of the network. Public reports have identified Israel Aerospace Industries and Rafael Advanced Defense Systems as primary suppliers.

Greece currently relies on American-made Patriot batteries and aging Russian S-300 systems, which the new network will supplement or eventually replace.

Achilles’ Shield will function as an integrated network rather than a single missile battery. It will collect information from military radars and other sensors, combine that information within a command-and-control system and help commanders determine which weapon should engage an incoming threat. The network will combine information from long-range systems with data collected by smaller battlefield sensors.

Greece has placed particular emphasis on retaining control over that command system. Dendias said the armed forces would not buy a command-and-control platform without access to its source code. Without that access, Greece could depend on a foreign manufacturer for modifications, maintenance and future development of a system central to the country’s national defense.

“The Hellenic Armed Forces do not, and will not acquire systems…wherein we do not possess the source code,” Dendias said. He called control over the command architecture crucial to Greece’s “national existence” and said the country could not become a “hostage” to any foreign government, including a close ally.

Greek Companies Will Receive Part of the Work

The agreement requires at least 25% Greek industrial participation. Dendias said Greece intends to apply that requirement to its major defense purchases unless exceptional circumstances make it impossible. Greek companies could manufacture components, support software development and maintain parts of the system.

The requirement supports Greece’s effort to establish what Dendias calls a “Hellenic Defense Ecosystem.” Athens wants established companies and technology startups to participate in foreign procurement programs, while international manufacturers establish production or joint-production capabilities inside Greece. The policy seeks to preserve more defense spending within the country and reduce long-term dependence on overseas maintenance.

Achilles’ Shield forms part of Greece’s Agenda 2030 military overhaul. The government has committed more than 25 billion euros to defense modernization over the coming decade, with planned investments in fighter aircraft, drones, satellites, ships and advanced command systems.

The program represents a shift from Greece’s previous reliance on conventional platforms toward integrated, technology-driven warfare.

The Deal Extends a Growing Defense Partnership

The air defense purchase follows several years of expanding military cooperation between Greece and Israel. In December, Greece, Israel and Cyprus signed a trilateral military plan for 2026 that includes joint exercises, training, working groups and strategic discussions. Greece and Israel also signed a separate bilateral military cooperation program.

In January, Dendias and Israeli Defense Minister Israel Katz agreed to expand cooperation on cybersecurity and defenses against swarms of aerial and underwater drones. Greece has also worked with Israel on military aviation training, while the three eastern Mediterranean countries have emphasized maritime security and protection of regional energy infrastructure.

Greece signed another major Israeli weapons agreement in April, approving a roughly $750 million purchase of Elbit Systems’ Precise and Universal Launching System, or PULS. The mobile rocket launchers can employ different types of guided rockets and missiles, giving Greek ground forces a longer-range precision-strike capability. Katz said that agreement reflected the countries’ “deepening strategic security partnership.”

Regional Threats Drive Greek Spending

Greece’s modernization program reflects changes in warfare demonstrated in Ukraine and the Middle East, where missiles and inexpensive drones can threaten military installations, cities and critical infrastructure.

Athens also continues to plan around its longstanding disputes with Türkiye over territorial waters, airspace and offshore energy rights in the Aegean Sea and eastern Mediterranean.

Although Greece and Turkey are NATO members, their rivalry has pushed Athens to maintain one of the alliance’s higher levels of defense spending. Greece is also purchasing American F-35 fighters, modernizing F-16s and acquiring French warships and missiles. Achilles’ Shield is intended to connect those platforms with existing and future defensive systems.

The Israeli agreement gives Greece access to systems developed by a country with extensive operational experience intercepting missiles and drones. Israel, in turn, secures one of its largest European defense sales and strengthens its security relationship with another eastern Mediterranean state.

For Athens, the purchase is not simply another missile contract. Achilles’ Shield is intended to become the central nervous system of Greek air defense, combining foreign technology with Greek industrial participation and national control over critical software.

Its successful deployment would mark one of Greece’s most significant military transformations since the country began rebuilding its defense budget after its prolonged financial crisis.
