A funding mechanism for Hong Kong’s arts groups will undergo a “comprehensive review” to ensure the effective use of public resources, a minister has said, with an industry body stressing authorities will not play favourites with more established organisations.

Confirming the Post’s earlier report, the Secretary for Culture, Sports and Tourism Kevin Yeung Yun-hung said on Tuesday that the review was part of a broader road map for the development of the city’s arts and culture sector and creative industries.

The review will cover groups such as Cantonese opera performers and include a fresh look at the performance venue booking system, while introducing a funding mechanism based on “artistic standards”.

Authorities will also adopt key performance indicators (KPI) as part of their assessment criteria.

“We have discussed in the [blueprint] how our funding can best assist the industry’s development and how to effectively utilise the government’s limited resources,” Yeung said.

“This is the perspective from which we are approaching it.”

The minister said that apart from reviewing groups according to artistic standards, the government would adopt KPIs based on organisations’ ability to attract audiences and whether their productions aligned with its “publicly driven” development direction.
