Hong Kong district councillor fined HK$1,000 for property tax form failure

A Hong Kong district councillor expressed regret on Monday after a court fined him HK$1,000 (US$128) over his failure to file a property tax return more than two years ago.

Sky Li Tin-chi, 43, pleaded guilty at Kwun Tong Court to a breach of the Inland Revenue Ordinance after he was arrested by police for failing to answer the allegation before a magistrate as specified in a summons last year.

The Sai Kung District Council member admitted failing to file a property tax return in the 2021-22 financial year.

Li has two residential properties in Yuen Long and Sai Kung, according to his personal interest statement submitted to the municipal office.

In mitigation, defence counsel Joshua Ngai Jun cited a letter by Li and said his client was “genuinely remorseful” and would “shoulder all responsibilities” for his violation.

Deputy Magistrate Milly Hung Yuk-kwan sentenced Li to a HK$1,000 fine after noting the usual penalty for the offence ranged from HK$1,000 to HK$2,500, with the maximum amount being HK$10,000.
