The managing authority of Hong Kong’s West Kowloon Cultural District has proposed to build nearly 2,000 homes in its first residential project, seen as a lifeline to its financial distress.

The project would comprise seven residential buildings with a maximum of 1,995 flats, according to a paper submitted to the housing and development planning committee of the Yau Tsim Mong District Council on Wednesday.

“The proposed residential development will be in the central areas of the West Kowloon Cultural District,” it said.

“It consists of seven residential buildings on a three-storey podium, which will have retail, food and beverage, leisure and ancillary facilities, as well as three underground floors of integrated basements.”

The residential proposal is the authority’s first since July 2024, when the government allowed the arts hub to sell some of its land parcels to help it stay afloat.
