The mother of a woman who was allegedly murdered by an illegal alien is gathering signatures to recall the progressive prosecutor who repeatedly released the perpetrator.
Cheryl Minter, mother of the late Stephanie Minter, is working to remove Fairfax County Commonwealth’s Attorney Steve Descano for allowing her daughter’s alleged killer to be released back into society. Stephanie’s alleged killer, an illegal alien from Sierra Leone named Abdul Jalloh, had dozens of prior arrests and violent criminal charges before brutally stabbing Minter to death at a bus stop.
Despite Jalloh’s long and violent criminal track record, Descano “let him walk.” Jalloh was eventually arrested and charged with second-degree murder in connection with the 2026 stabbing. (RELATED: Illegal Alien With Lengthy Arrest Record Allegedly Butchers Woman At Virginia Bus Stop)
“Thirty times the system had a chance to stop him,” Minter’s petition reads. “Thirty times. I think about that every single day. This was not an unavoidable tragedy. It was the predictable consequence of decisions made by Descano.”
“Stephanie’s case is not an isolated failure,” the petition continues. “Under Descano’s leadership, Fairfax County has repeatedly seen dangerous offenders released, despite serious charges and lengthy criminal histories, while public safety took a back seat.”
“That murder was absolutely preventable.” — Fairfax County Police Chief Kevin Davis on the murder of Stephanie Minter by illegal alien Abdul Jalloh.

Minter was discovered at a bus stop in Fairfax, Virginia, with multiple stab wounds to her upper body on February 23, 2026. First responders attempted life-saving measures, but she was pronounced dead at the scene.
Law enforcement later connected Jalloh to the crime as he was the last person seen with Minter exiting the bus that afternoon. The following day, Jalloh was arrested for alleged larceny and was later additionally charged in relation to Minter’s murder. Jalloh had over 30 prior arrests and dozens of criminal charges, including rape, assaults, and multiple malicious woundings.
“Stephanie cannot speak for herself anymore. So I am,” the petition reads. “Please sign this petition and demand that Steve Descano be removed from office. No family should go through what mine has gone through.”
