President Vladimir Putin has signed a law to support the development of artificial intelligence technologies in Russia, aimed at creating legal conditions for the accelerated development and implementation of large-scale language models, TASS reported, citing the Russian government’s legal information portal.
The law should also help increase the efficiency of state administration and the development of an innovation economy and ensure technological independence.
The text defines key terms, including the concepts of “artificial intelligence” and “large-scale fundamental model of artificial intelligence”. It also sets out the main principles for regulating artificial intelligence, including technological independence, guaranteeing the rights and freedoms of the individual, respecting free will, taking into account and respecting traditional Russian spiritual and moral values, as well as security.
It also defines the powers of the President of the Russian Federation to approve the National Strategy for the Development of Artificial Intelligence.
The government, according to the document, will be able to determine measures for state support in the development, implementation, use and application of large fundamental models.
