Richard V. Allen, who as President Ronald Reagan’s first national security adviser supported tougher Cold War military strategies and helped guide U.S. policies on Iran after the release of American hostages, but who soon stepped down amid fallout from an ethics probe, died Nov. 16 at a hospital in Denver.
