Tokyo expands underground tunnels to protect Japanese capital from ‘guerilla downpours’

The summer of 2024 was the hottest on record in Japan since 1898, according to the country’s weather agency. The warming trend has led to increasingly frequent violent storms, described as “guerilla downpours”.
