'Psychopath' Vladimir Putin branded 'completely devoid of empathy' over creepy amputees video

Vladimir Putin has been branded a "psychopath" as he was seen in a video asking Russian soldiers who have lost their legs in the war with Ukraine whether they are "used to their new condition".

In the footage, Putin is all smiles among the amputee soldiers, even asking one, "Are you used to your new condition? " The soldier responds affirmatively, answering "Yes sir, already new victories, achievements."
In the chilling footage another mentions how some have been adapting for two years, still chasing victories and new goals. Putin nods approvingly, saying, "That's a very good thing. It's very good that you have ambitions."
He goes on to praise their spirit saying: "You went into the combat zone with ambitions because there is nothing to do there without ambitions.", reports the Express US. "You need mettle and you have it. Despite such severe injuries, you still have all your ambitions."
"So everything will be good, everything will be fine."

Seems ok to me. But then again, our country is filled with endless sappy celebrations of victimhood, tears, and emotion.
If they take good care of their veterans, talking to them like adults is the right way.
Too many here treat amputees more like children for some odd reason.

How is this not just, “Have you acclimated okay to the changes in your life?”
I don’t see the issue, here. I have no idea what is being lost in the translation or what might be cultural norms there to complain.
