“The real significance of the Russian diesel deal may not be the price of diesel in America. The initial 300,000 tons represents less than a day of US consumption. The more important question is where that fuel would otherwise have gone.

Russia is operating under significant pressure on its refining capacity. If fulfilling export commitments forces Russia to divert diesel from domestic consumption or military logistics, the strategic implications could outweigh the modest economic benefit to American consumers.

Further, the staged increases could create ongoing obligations for a country whose refining infrastructure is already constrained.

But the other side of the equation matters too. Russia receives revenue and sanctions relief. Whether this agreement strengthens or weakens Russia depends on whether the cost of losing physical fuel and making future commitments exceeds the benefits it receives.” — Dale I.
