This seems to be an absurd decision, as any terrorist involved in this plan is guilty whether they blew themselves up or not.

So, 20 years is the maximum sentence under the statute he was convicted of, meaning we escaped delivering true justice — either life in prison or death — to a terrorist involved in killing American soldiers and nearly 200 innocents.
