WASHINGTON, Monday, Jan. 9.

THE CONSTITUTIONAL AMENDMENT.

The vote on the constitutional amendment will, by arrangement, be taken late to-morrow evening. The speech of to-day, made by MOSES F. ODELL, of New-York, was a convincing argument in favor of this measure, and an able appeal to the Democratic party to throw aside all partisan feeling and sustain it, thereby setting at rest forever the subject which has caused so much agitation and excitement in our national counsels.

Mr. YEAMAN, giving voice to the aspirations of loyal Kentucky, made a powerful and eloquent appeal in behalf of the amendment. The indications are this evening that several Democratic members will be brought into line on this question, and there is well grounded hope for the passage of the bill.

GOVERNMENT FINANCES.

Secretary FESSENDEN, in his forthcoming letter to the Finance Committees, will ask that existing laws may be so modified as to allow him to make a further issue of seven-thirty bonds, the first two millions having been already exhausted. This will be all the legislation necessary at present. At a later period of the session he will communicate his views in detail, and indicate the necessary financial legislation for the next fiscal year.

THE LOUSIANA ELECTION.

The House Committee on elections had under consideration to-day the Louisana case. It is understood that the committee will report in favor of the admittance of the New-Orleans members only, the others not having received a sufficient number of votes to entitle them to seats in the House.

THE WEST POINT CADETS.

The Senate Military Committee had under consideration to-day Senator WILSON's bill, increasing the number and efficiency of West Point Cadets. No definite action was taken.
