Is the Gaetz Ethics report a dead letter? 

Two House members offered questions of privilege resolutions to release the draft report on former Rep. Matt Gaetz's misconduct investigation, but were preempted by Majority Leader Steve Scalise to refer them back to the Ethics Committee.
