Xbox is changing how cloud gaming works with Game Pass, introducing monthly streaming limits across all three subscription tiers beginning in November.
The change will replace the current system, which allows eligible Game Pass subscribers to stream games without a monthly hour cap. Xbox says it expects the new limits to impact around 4% of Game Pass subscribers.
At the same time, Xbox is expanding access to its cloud gaming service by allowing players to purchase streaming time without having an active Game Pass subscription.
Xbox Game Pass cloud gaming limits explained
Beginning in November, each Game Pass plan will include a set number of cloud gaming hours per month:
- Game Pass Ultimate: 15 hours
- Game Pass Premium: 10 hours
- Game Pass Essential: 5 hours
Once subscribers have used their included hours, they will be able to purchase additional cloud gaming time through the Xbox Store.

Xbox has not yet revealed how much additional playtime will cost. Available hours, purchasing options, and cloud gaming features may also vary depending on the market.
Xbox explained that the limits are being introduced as the cost of providing cloud gaming increases alongside usage and longer play sessions.
“We understand that for some players the practical result is a higher cost,” Xbox said. The company also says it will listen to player feedback before and after the changes take effect, with adjustments possible following the rollout.
Xbox cloud gaming will no longer require Game Pass
Alongside the new limits, Xbox is introducing a separate option for players who want to use cloud gaming without paying for a recurring Game Pass subscription.
Starting in November, players will be able to purchase cloud playtime directly through the Xbox Store and use those hours to stream eligible games they already own on supported devices.
XboxThe option is aimed at players who only occasionally use cloud gaming or do not want an ongoing Game Pass membership.
Cloud gaming also allows Xbox One owners to access eligible games designed for Xbox Series X|S without upgrading their console hardware.
Xbox says it will continue adding cloud support for more games throughout the year and that more information about additional hour pricing, eligible games, market availability, and how subscribers can track their remaining cloud gaming time will be revealed in November.
