Anti-Ulez activist jailed for 15 years after blowing up camera with homemade bomb

A man has been jailed after deliberately blowing up a Ulez camera in London, with a judge stating that it was done with a "terrorism connection".

Kevin Rees, 63, was identified as being responsible for blowing up an Ultra Low Emission Zone camera in South East London on December 6, 2023.


Officers from Counter Terrorism Policing London found that Mr Rees used a homemade bomb using a metal cylinder filled with explosive powder.

The explosions caused extensive damage to vehicles parked nearby and property up to 100 metres away, including a child's bedroom.

Detective Chief Superintendent James Derham, who leads local policing in the Bexley area, said it was "miraculous" that no one was killed or seriously injured by the "large explosion".

A jury at Woolwich Crown Court heard that MR Rees travelled from Sidcup to Shuttle Close, where a Ulez camera had been installed earlier that day.

He walked towards the camera and lit a fuse on the explosive device. He was spotted by a witness leaving the scene quickly.

Mr Rees was identified as the suspect and arrested on December 18, 2023. Officers who searched his home found a sealed postal package addressed to Rees containing aluminium powder.

They also identified a plastic bag with iron oxide, with both components being used to form low-explosive compositions.

Detectives found that the retired engineer had posted numerous times about Ulez cameras and encouraged people to damage them.

Investigators also discovered a photo of a Ulez camera on Willersley Avenue being installed on December 6, 2023, which was deleted the day after.

Other images showed screenshots from Facebook of posts relating to the explosions, showing emergency services present after the incident.

Mr Rees has been sentenced to 15 years in prison for causing an explosion likely to endanger life or cause serious damage to property.

During sentencing, the judge determined that the offence was carried out with a "terrorism connection". He will also have to serve an additional year on licence.

He was also sentenced to three years in prison for having stun guns. The punishment for the three counts of possession of prohibited weapons will run concurrently.
