There are plenty of reasons America First voters reject the Washington-based, donor-funded Cato Institute. Its immigration work, led for years by David Bier and Alex Nowrasteh, should be first among them.
Bier and his colleagues treat immigration, trade, and national borders as economic efficiency problems. Their worldview and policy fights leave no room for questions of sovereignty, security, or who America is for. Bier argues that legal immigration should be much larger, that nationality-based restrictions are bad policy and even illegal, and that immigrants from high-risk countries are a net positive for the U.S.
