The far-left Democratic congresswoman who openly declared that her first loyalty was to her native country wants to abolish the Department of Homeland Security and its subsidiaries, Immigration and Customs Enforcement and Customs and Border Protection, to cripple southwest border security.
Delia Ramirez, who supposedly represents the 3rd District of Illinois, which includes parts of Chicago and surrounding suburbs, has introduced “Community-led Legislation to Dismantle DHS, Abolish ICE, Reimagine Community Safety,” as her news release put it.
Ramirez would instead establish a Department of Community Safety and rob the taxpayers to fund her “community.”
Legislation regardless, Ramirez’s subversive un-American activity illustrates the imprudence of permitting the children of illegal aliens to become citizens and hold elected office.

Last year, speaking in Mexico City, Ramirez was clear about her primary loyalty.
“I’m a proud Guatemalan before I’m an American,” she said.
The remark raises obvious concern about her access to classified information as a member of the Homeland Security Committee, and more notably in her case, its Border Security and Enforcement and Cybersecurity and Infrastructure Protection subcommittees.
“Denaturalize, deport, and kick her off Homeland Committee,” GOP Representative Andy Ogles of Tennessee wrote on X. “We know where her allegiances lie.”
The odds that the GOP would have the courage to do so are exactly zero. But that aside, as The New American has reported, the nearly open-communist came by her allegiance honestly.
She is an anchor baby who was born to Guatemalan illegal aliens in Chicago. Indeed, her husband is an illegal alien.
“As the only member of Congress in a mixed-status family, she is leading the fight for comprehensive immigration reform and finally making a pathway to citizenship for Dreamers like her husband, Boris,” her congressional biography says.
At the time, DHS simply cited President Theodore Roosevelt on the subject of hyphenated Americans:
There is no room in this country for hyphenated Americanism. … Americanism is a matter of the spirit and of the soul. Our allegiance must be purely to the United States. We must unsparingly condemn any man who holds any other allegiance.
But, again, Ramirez’s background as the offspring of a border-jumping illegal who established squatter’s rights in the United States explains her primary loyalty to Guatemala.
The Reimagining Safety Act
It also explains her new legislation, “a first-of-its-kind bill that would dismantle DHS,” a news release says. “It is the first time a community has designed a cabinet-level department.”
Ramirez’s Reimagining Safety Act would do several things, not least close DHS but keep some of its subordinate agencies:
- Create a Department of Community Safety;
- Abolish DHS while keeping “Customs functions,” the Federal Emergency Management Administration, the Transportation Security Administration, and the Cybersecurity and Infrastructure Security Agency;
- Abolish Immigration and Customs Enforcement and Customs and Border Protection;
- “Reinvest funds in our communities,” which is far-left code for robbing the taxpayers;
- “Limit government surveillance, rein in unlawful abuses of data, and curb militarized enforcement;” and,
- Create a “separate civil immigration system.”
Also supporting this legislation is the usual collection of Hispanics, in this case those in the state Legislature.
Ramirez would keep the cybersecurity agency because she sits on the subcommittee that oversees it.
Amusingly, the congresswoman’s news release admits that her constituents are violating the federal law that forbids harboring illegal aliens.
“For more than a year, the communities that Congresswoman Ramirez represents have been targeted, terrorized, and attacked by DHS through its unlawful mass deportation campaign,” the news release says:
Those same communities worked to build the Reimagining Safety Act while protecting their neighbors through Know Your Rights campaigns, observer networks, whistles and cell phones, human school buses, and more.
As The New American reported last year, citing DHS, some of the estimable individuals involved in those “observer networks” were illegal-alien gang members. The drug cartels for whom they work had placed a bounty on the heads of Immigration and Customs Enforcement agents.
The gang members created “spotter networks” to obstruct immigration enforcement, with “spotters” deployed on rooftops with guns and radios. DHS fingered the notorious Latin Kings as part of the operation.
Federal immigration law is clear. 8 U.S. Code 1324 applies to “any person” who:
• knowing or in reckless disregard of the fact that an alien has come to, entered, or remains in the United States in violation of law, transports, or moves or attempts to transport or move such alien within the United States by means of transportation or otherwise, in furtherance of such violation of law;
• knowing or in reckless disregard of the fact that an alien has come to, entered, or remains in the United States in violation of law, conceals, harbors, or shields from detection, or attempts to conceal, harbor, or shield from detection, such alien in any place, including any building or any means of transportation;
• encourages or induces an alien to come to, enter, or reside in the United States, knowing or in reckless disregard of the fact that such coming to, entry, or residence is or will be in violation of law.
Ramirez isn’t the only congresswoman loyal to another country.
Minnesota’s far-left Democrat Ilhan Omar, who thinks the United States fought in World War Eleven, has repeatedly confessed that she is a Somali operative.
“For as long as I am in the U.S. Congress, Somalia will never be in danger, its waters will not be stolen by Ethiopia or others,” she said publicly:
The U.S. would not dare to support anyone against Somalia to steal our land or oceans.

In 2017, Omar attacked the American GIs who fought Somali warlords in 1993.
