The ministry set no deadline for the report. The commission is empowered to issue what it calls a “circumstantial report” on operational matters; any criminal charges are for prosecutors.

What the president admitted
The army’s first account blamed fighting between organised-crime groups and said troops never entered the town. On 30 September, after more than 60 hours of silence noted by La Hora, Arévalo changed that picture.
“Yes, there was a military presence. There is no doubt about that,” he said, according to the news agency EFE.
He added that “units of the Army” had taken part. The commission, he said, would establish “the scope, the method” and how they operated.
The president said the National Civil Police had not taken part. Officers arrived after the killings to support prosecutors and keep order, he said.
How the army inquiry works
Arévalo said he had ordered the commission on Monday 28 September, under military regulations. Defence Minister Henry Sáenz, a general, leads it, and it is made up only of staff from different army departments.
Its task, the ministry said, is to determine “the aspects of personnel, operations, logistics and intelligence” involved. Its report will go to the Public Ministry, which can then pursue a criminal case.
Asked whether it could punish anyone, the ministry said the commission may issue a report whose main focus is “operational aspects”. On timing, it said the report will take as long as the review requires.
Sáenz said the army is subject to the law. The commission will check whether each area followed protocol, he told reporters.
What is known about the killings
Prosecutors have processed four crime scenes in the town and collected 77 ballistic items, such as bullet casings. The dead were four men, three women and a minor, the daily La Hora reported.
The mayor of Huité, Leonel Paz López, rejects the idea of a clash. “It was an intervention by a commando that entered the premises with excessive use of force,” he said, according to La Hora.
At the funerals on 29 September, relatives accused state security forces of taking part in the attack, EFE reported. Early reports linked the operation to an attempt to capture a trafficker wanted in the United States, La Hora reported. The army has instead blamed territorial disputes between crime groups.
What comes next
The army report has no deadline, and the criminal investigation stays with prosecutors. Napoleón Barrientos, a retired general and former interior minister, told Prensa Libre the authorities must “act transparently”.
Barrientos said an internal army review is a normal step and that keeping its details private is common. The criminal inquiry, he stressed, belongs to the Public Ministry.
The president’s admission does not establish that soldiers fired the fatal shots, and nobody has been charged. It does mean the state has accepted that its troops were part of what happened in Huité.
