An American surrogate discovered she is carrying the child of a Chinese national who has at least 12 children and has been accused of fathering over 300, according to a CBS News report.
The anonymous surrogate, referred to as Judy, was one of 32 surrogates CBS News interviewed during an investigation into Chinese billionaire Xu Bo. (RELATED: Birth Tourism Is a Loophole. It Is Time To Close It)
The outlet connected Judy to Bo, a video game executive, through leaked documents. Before speaking with CBS News, Judy believed she was carrying a child for a single father.
“I feel blindsided. I feel misled,” Judy said.
“Judy” is a surrogate, carrying a baby for Chinese billionaire Xu Bo, who allegedly has more than 100 children — many born through surrogates in the U.S.

Bo’s ex-girlfriend is involved in a custody battle over 11 children and claims he may have more than 300 children.
Bo has not denied having 100 kids, saying that having more children brings more blessings and that he is striving for the development of the Chinese nation, CBS News reported. He also shared a photo on Chinese social media purportedly showing more than 100 babies in what appears to be a lecture hall.
“It feels like he’s creating an army. That’s crazy,” Judy said. “I don’t understand what the motive is; I just know it’s going to be really hard for the child.”

This practice, known as cross-border surrogacy, is when members of other countries use American surrogates, allowing the children of foreign nationals to automatically have access to the rights and privileges of U.S. citizens.

The Department of Justice said that this and similar schemes exploit the nation’s laws, adding that “Actors seeking to exploit loopholes to obtain automatic citizenship for their children pose a national security threat and will be brought to justice.”
One study found that between 2014 and 2022, 59,246 assisted reproductive technology cycles were performed in the United States by non-U.S. residents from 182 countries, with China accounting for 19,718 of these cycles. “It’s just a very crappy thing to be a part of,” Judy told CBS News. “I mean, you don’t even think, like, this can be legal.”
